That drop menu is a javascript menu generated by a program I have licensed for one site. It uses 6 different javascript files to adapt to all the browser types. There are some free options, for non-profit sites, out there that can be used. One I used on this example page for a friend doing a site redesign (he found the menu and sent me a test page first, I sent back this graphic set/layout as my idea for his site template):

I'm not sure how much that one costs to license, and I'm not up on their terms for it being free, so you may wanna take a look at their license agreement. I bought a lifetime license for the program about 3 years ago, but it's more expensive to license it now I think.
Yes, I responsible for this mess.. er, I made the latest modification to the SAF site template. I added the menu code to the board wrapper, and made the skin adjustments to accomodate it. This way the menu appears on all board pages. I then modified (took me like 24 hours of non-stop trial and error) a portal hack to pull dynamic content into all the site pages.
