Well everytime i'm browsing the internet, i.m.ing, playing music, or playing games my computer suddenly freezes every maybe 3 minutes for like 4 seconds or so.
On task manager whenever that happens the CPU Usage enters 100% and drops down to 2-5% after the 4 second freeze.
In that time i'm still able to move my mouse and not able to click anything.
Edit: i've also noticed that the program Mcshield.exe uses the 100% cpu when i have that sudden freeze for 4 seconds

Evidently you are using McAfree Antivirus, and this is the spyware scanner that is loaded into running services and some have been having problems with it.
Click Run/type MSCONFIG, Ok; look for that file in your Startup and Services tabs and disable it. Reboot. See if that helps. If it does, e-mail McCaffree and also search their website . They may have a fix already posted.

disabling the file in the startup/service tab would be the equivalent of disabling it's use right?

Right. The advantage is that you can always enable it again to start working if you want to. This is a good way to test to see if that is the problem; it is always dangerous to just go in and delete the file without knowing what may happen. Again, check with McCaffree, they may know about this.
