Whenever I start or restart windows I always get errors concerning those two items like Windows can't find the path or open the items in the registry and I wondering if anyone knew what exactly they are and what they do? I thought they were needed for a language pack, but I'm not 100% sure. Any help would be appreciated, thanks.

It's kind of hard to explain, so I took a screen shot of the two items that I'm having a hard time with.

I don’t think that these items are needed on Windows startup; disable them and see what happens, and in the mean time post a HijackThis log file to make sure that your system is clean.
