My laptop cannot show or run the dvdrom. Even when you uninstall it then reinstall it it can be read as new hardware found but will not function properly. it does not appear in my computer and even if you use a usb rom it shows the same error message listed below.
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Is this a USB DVD device? Does it work OK on another computer?

Sounds like your DVD died. Remove it and plug it into another computer; if you get the same message the DVD is bad. If it starts working perfectly you have to investigate further.
