Windows (have XP home SP2) has a Start up folder- what about a program that stops an application from running automatically when I shut down the PC?

I have found shut down programs - but they are for the PC it self.

I ask as I use the Firefox Pre-loader. If it is still running when I shutdown or re-boot the PC, then when the Desktop open up (after a re-start) I see a msg asking if I want to Restore my FF window OR Start a New Session.

You might take a look at End-it-All and ShutDown Plus. I had End it All installed a couple years back, and I recall it had a button to kill all.
