I am at a location with my Dell laptop that is running Windows XP. There are three wireless networks here, but none of them appear when I click on View Available Networks. Another person standing next to me with the exact same brand and model of laptop can see all three of the networks. When I go to Control Panel and click on "Wireless Configuration Utility" and then click on "site monitor," I can see all three available networks and I can see the meter moving for the traffic that is coming across them. However, there is no way for me to connect to any of those networks while I am viewing them in the Configuration Utility. What can I do to resolve this problem and connect to the Internet? Is there some firewall or security feature that is preventing the networks from being displayed and available.

If the wireless networks are password protected (closed networks), you won't be able to access any of them, even if your system can see them, unless you have the proper login/passwords provided by the network administrators. You will only be able to enter open wifi networks.
