I have a belkin router and believe I have it set up properly but only one pc (of two) works

You set the router, ok, but did you also set both computers properly ? (workgroup/lan/protocols etc...)

take a look at the network cards settings in control panel > network connections and right-click the relevent conection to select its properties. do this on both machines and see if anything is obviously different between the two.
one thing that may be causing problems is that your tcp/ip settings have been set to dhcp server on one (the router gives it an ip automatically) while the other has a set ip. these will need to match the routers seting for either dhcp or static ips

Perhaps your non working computer isn't properly set up for wireless. If you are receiving the signal on one computer but no the other it must be a problem in your 2nd computer. Check Control Panel > Network Connections. You should have 2 little computers in there - one saying "Local Area Connection" and the other saying it's the "Wireless Network Connection". If you don't have the wireless connection then you'll need to buy a PC card to put into the slot in your computer to give it wireless capability.
