I get this message (The following file is missing or corrupted: C:\WINDOWS\SYSTEM\VMM.VXD) when I try to boot my PC. I tried to reinstall windows using the restore CD that came with the computer. It won't install. Thanks for any help.

This may have several causes, including virus issues...
What happened just before the problem started ?
Have you removed or added any hardware ?
Have you tried to boot into safe mode ?
What is the error when you try to reinstall Windows ? Is it a recovery disk or a full WinME disk ?

A power outage shutdown my PC.

No.
Have you tried to boot into safe mode ?
Cain't get in safe mode.

The error is message is, (error OxOB read fault abort or retry).
Is it a recovery disk or a full WinME disk ?
Recovery CD.

Okay...
First enter your BIOS setup and set your computer to boot from CD-ROM. Disable all other options under "boot" sequence, such as IDE0, and disable "try other boot devices" if listed. This will prevent Windows trying to boot from a corrupted hard disk OS.
Insert your recovery CD and save settings/exit BIOS.
Your system must try to boot from the CD. If you still get errors, it is possible that your CD is dirty or scratched. Try cleaning it.
