It's all new , p4mam2 celeron 340D ddr 2100 , powered up and nothing but fans running, any ideas, i tried resetting the bios ans removing the battery for 1/2 hour. Also reset the bios and changed the jumpers for the cpu lockout.

Sounds like some motherboard jumper is not properly set. You'll need to check all them twice, following the mobo/CPU instructions manual. (wrong Vcore voltage and/or wrong multipliers may prevent processor to start and eventually fry it)

there are only a couple jumpers , i've tried that, cpu is seated good ...i double checked it, it's a new power supply, that doesn't mean much though...i'll check out the link you sent,thanks

The case has a couple questionable plug ends from the front switches, what would be helpful is some kind of detailed manual for this, i have the manual that came with it.
I stripped it down to just the mobo ,cpu ,ram ,power switch and reset sw. ... will it power up the screen like that?

Have you plugged that 4pin 12V one to your PSU ?

It may be some wiring problem...

Yes it's plugged in and the 2 wires on the clip side have a little over 12 volts and the 2 grounds are also good, any of the jumpers that can be changed safely were changed...nothing.
The cpu gets a little warm after about 1 minute, is that normal...at least i know it's got power, when i unplug the monitor the screen comes up to show it has been disconnected,i also switched the ram to the other slot...nothing.
Will Tiger-direct take it all back for replacement is the question.
