we are using Exchange 2003 and Office 2003 SP1. I am trying to set up a rule to move messages based on words in the subject to a public folder. This worked for all but one of my users. he has access to the folder, but whenever I try to change the "specified folder" in the rule to the public folder, it never sets it. It will work fine if I change it to a local folder or to his personal folders. I've tried "Detect and Repair" and installing all of the Office updates with no luck. Any help?

Have you tried to check this user settings and privileges.
I guess that this has to with this user settings. check the local user policy
