On a new PC I've done a fresh install of WIN XP and its given the primary hdd the letter F:, and it wont let me change it via administrator tools/disk management. I want it to be C: ...... can I do it with fdisk or another program... and how??

This happens from time to time and doesn't do any harm.
Only way to fix it is to re-do the installation. Need to unplug any second hard drive or flash drive to avoid it happening again.

You do need to specify you want it to be C: (not F:) in the install options. It has been a while so I cant remember exactly where it comes in. Just read each screen VERY carefully to prevent it from happening again.

From the link BornBrit provided:
"Changing the drive letter of the system volume or the boot volume is not a built-in feature of the Disk Management snap-in."

There are also registry hacks floating about that claim to switch drive letters. DO NOT TRY THIS AT HOME KIDS. Stay away from those destructions, er instructions. No, destructions.
