Hi I have a question one of my freinds got me banned from a forum I liked. So naturally I want to get back in but my ip is static I want to ask is it illegal to change your ip if not pls tell me how!

It 's not "illegal" if you ask for your ISP to do that. It may be "illegal" or at least "suspect" if you use some other way to do or forge it.
If you were banned, as you said, maybe a good conversation with your former friend and some apologies may solve your problem

If you have been banned, ask the staff for a 2nd chance.
