Which program is popping up with Just In Time Debug? Is it your AOL software?
I may be misunderstanding you, but
this Microsoft article may be what you're looking for (Internet Explorer).
Just-in-time debugging is a method whereby a language will stop program execution when it sees the instruction that's going to fail, and report out variables, etc. to allow the programmer to investigate what went wrong.
For normal everyday user use, I can't see why an option such as that would need to be set by default.
