I've had this problem for years, and nothing seems to help.
When I install Client for Microsoft Network and File and Printer Sharing, my computer sits for about 10 seconds before launching a program, any program. Once it's running, everything's fine.
Say, I double-click on Outlook Express, I see the Outlook Express program window start to show, and then there's no hard drive or CPU activity for 10 seconds, then the program gets started. Once programs are running, they run at full speed.
The problem starts whenever vnetsup.vxd loads. If I disable it through msconfig, everything's fine -- except, of course, the networking/file and printer sharing stuff. I've deleted the registry entries, reinstalled, tried a few other things, to no avail.
Any ideas?

What else is running? I would ctrl-alt-del and end all tasks except the network, systray and explorer. If there is no lag, it is probably somehting else not running correctly with vnetsup.vxd. You can then use selective startup to figure out what.
Let me know how that works. If there is still a lag with nothing else running, there might be some other things to try.

Ended all other tasks. No luck.
I think when this first started I turned everything off and then the last thing I turned back on was vnetsup.vxd, when the lag started. Maybe I oughtta go back in there and leave vnetsup.xvd on and everything else off ...

When you try to install a network card, and you don't have the correct drivers, this will happens.
Try to uninstall latest lan card and drivers.
It's a mess when you can't do it. the only issue is reinstall the OS from the beginning.
I've spent some hours on a system where the user installed an LG fast Ethernet lancard succsessfully, but with a Realtec Lan card.... vnetsup.vxd and others pops on boot (Vsrvr.vxd and so on...).
Sorry but I think you'll have to reformat and reinstall.
(or you'll have to edit the registry keys to get rid of it)
Or wait from some more experienced advices.

This is a last resort that is usually not needed.
Did you actually install a new network card? I assume from what you said that you just installed the MS network protocols. Post back your results of my above suggestions and we will go from there. I am heading out but will be back in a few hours.

The problem happens only when NDIS.vxd and VNETSUP.vxd are enabled. Either one off, no problems.
The card is a RealTek 8139-based card. I got a new driver today, no difference.
The problem was happening with another network card years ago, and only stopped when I unisntalled Microsoft Networking (after I moved out of a home with a network). This isn't at the reformat-and-reinstall kinda stage; it's just a -big- annoyance. Once the programs are running, it's fine and full-speed ahead.
Any ideas?

This is about to become our only desktop computer, working as a printer server, so the annoyance is increasing. Does anyone have any ideas?

The problem is prolly your network adapter driver. Since you already updated your NIC driver I'd tell you to change NICs.

I've had two different adapters in here. One was RealTek 8139 based. The other was an older ... SMB? card? EasyShare 10/100, some name like that.
Any other ideas?
