I cannot find the horizontel scrollbar in all applications, including excel, quickbooks etc -- even on this page. thank you

Display Properties->Appearance tab->Advanced button->Click on the scroll bar on the top part of the window
Below it will tell you the "size" of the scroll bar. Zero is bad, 20ish is a common size.
