I need to use 2 different video-conferencing programs AT THE SAME TIME. Each service uses its own software and requires own IP number.

I have 1 PC (XP Home with SP2), 1 DSL connection, 1 webcam and 2 static IP numbers given to me by my ISP. What do I need to do to make this work? Do I need a 2nd LAN card, and/or 2nd video capture card, and/or 2nd webcam? Do I also need to get a router?
